Doubts On Pertamina Plan Limiting Purchases of Fuel |

PT Pertamina may have trouble limiting fuel transactionsto stop panic buying in response to the planned increase in fuel prices due to lack of regulations for implementing the policy.
Several gas stations in Jakarta have yet to limit purchases because of confusion over how to put policy in place.
Omar, an attendant at a petrol station in Cilangkap, East Jakarta, said that the management of the station told him thatimplementation the policy beginning Monday, but there no follow-ups come yet.
"The management has not yet given orders to limit purchases," he told The Jakarta Post on Sunday.
Gas stations on Jl. Tentara coat and Jl. TB Simatupang, both in South Jakarta, had also yet to apply the policy on Sunday.
The state oil and gas company announced its new policy last Friday,
distributing letters to gas stations in Jakarta ordered that private
cars will be limited to 75,000 rupees (8.16 U.S. dollars) in purchases
of gasoline, public transportation vehicles Rp 100000 and 15000 rupees
motorcycles.
Similar restrictions were also ordered to purchase diesel fuel at
stations in Jakarta and West Java. The limits were launched from
receipt of the letter from Pertamina.
Omar questioned the policy is able to stop motorists searching for ways to buy more fuel.
"Motorists could go to another gas station and fill their tanks. They can change drivers," he told The Jakarta Post on Sunday.
Uli Putri, a professor of English who spends approximately Rp 100,000
on petrol every four days, said the government needs to formulate
regulations to stop motorists for cheating in fuel buying.
"It would be a good idea if we could have a logbook to record our
purchases of fuel and help monitor how effectively we use our cars," he
said.
Panic buying of fuel by residents throughout the country has increased
significantly fuel consumption by an average of 15 percent during the
past two weeks. In East Java, consumption rose 40 percent, Sumatra by
15 percent and in Jakarta in 5 to 15 percent.
Panic buying continues as motorists prepare for anticipated increases
in fuel prices the government said it could arrive in early June.
In Bandarlampung, Lampung province, gasoline arrived in Rp 9,000 per litre to obtain scarce populations.
Sri, a retailer of gasoline in the Way Halim, told the Antara news
agency obtained its supply of gas stations with four motorcycles at
home.
"I fill the four motorcycles with fuel and unload the gas tanks bike at home," said Sunday.
The police have registered cases of accumulation in more than 48
locations in Jakarta and Central Java in the past three weeks ago.
Secretary general of Indonesian Committee for the Supervision of Energy
Savings, Sofyano Zakaria, Pertamina expects the policy to limit
purchases of fuel will be a success in controlling consumption.
"It's a good step forward ... Pertamina must be persistent with their
efforts so that this policy meets the expectations," he said quoted by
Antara.
